EARLY EDUCATION

Early Intervention Programs:  The District provides early intervention services to young services to young children ages birth to three (3) years who resides within the Puente Hill SELPA, and exhibit development delays. The primary purpose of early intervention services under part H of the Individuals with Disabilities Act is to enhance the development of the infant or toddler with primary development delays. It is the District philosophy that an early education program for infants and toddlers identified with development delays can significantly reduce the potential impact of the impairment and positively influence  later development when the child reaches school age.

Procedure:  

Search and serve Identification and referral: A Brochure will be distributed to all of the ongoing referral source that have previously referred students within the Puente Hill SELPA. This brochure indicates the Rowland Unified School Districts Provides
services to Puente hills SELPA infants with development delays or other disabilities. Personal contacts have been established in the major referral agencies, including Regional Center Department of Mental Health California Children Services and the Department of Public Health. In addition brochures will be mailed to the medical profession local hospitals an pediatricians.   

The procedure for search and serve referrals are similar to those fro the existing preschool special education program. Special Education Office staff will take the information from the initial telephone contact Referral form. The Director of Special Education will assign the referral to the Early Intervention specialist for coordination  the referral assessment. For infants and toddlers  who exhibits  a development dely or disability, the Rowland Early Education team will proceed with the assessment of infants.

For infants and toddlers who present with other low incidence disabilities, the Early Intervention Specialist will make immediate contact with local District agency providing services under part H. This may include the Covina Valley Unified School District fro children who present as Deaf/ard of Hearing , the Hacienda La Puente Unified School District for children with primary orthopedic impairments and the San Gabriel Pomona Regional Center for infants and toddlers who following assessment do exhibits' developments delays not related to low incidence disabilities.
