Developer Fees

Section 17620 of the California Education Code authorizes school districts to collect fees on new residential and commercial construction within their respective boundaries. Rowland Unified School District's current fee levels under this Section are $5.17 per square foot for residential construction and $.84 per square foot for commercial/industrial construction.
 
These fees are collected to fund the construction of school facilities necessitated by the impact of residential and commercial construction activity. Developer fees can also be used to reconstruct school facilities to accommodate students generated from new development projects. Fees are collected before the building permit is issued by the County of Los Angeles, the City of Walnut, or the City of West Covina.
 
Fees can be paid to the Administrative Services Department by check or money order. Cash, debit, or credit cards are not accepted. Checks/money orders are payable to Rowland Unified School District located at 1830 S. Nogales St., Rowland Heights, CA 91748, between the hours of 9:00 a.m. and 4:30 p.m.
