Mission Statement

Through the Family Resource Center, Rowland Unified’s Foster Youth Support Program is committed to ensuring foster-involved students are enrolled, attending, engaged, and on track to graduate by providing coordinated academic, social-emotional, and community-based supports that promote stability, connection, and student success.

Vision Statement

A future where every foster-involved RUSD student is attending school regularly, achieving academically, and supported in their social-emotional well-being.

Identification of Foster Students

Foster students require specific documents and protocols for their identification and support within the educational system. It is crucial for staff to be informed of their status and rights to ensure appropriate care and management.

DCFS 1399 Form A document indicating the child is under foster care.
Ward of the Court Letter A letter from the court recognizing the child as a ward.
JV-535 Form The Order Designating Education Rights Holder. It identifies the designated person who has educational rights for the foster child. This confirms that the student is in foster care.

Do Foster Parents Have Educational Rights in California?

Yes, foster parents and relative caregivers in California have the right to access foster youth records under California Education Code section 49069.3. This includes the right to review grades, transcripts, attendance records, IEPs, and 504 plans.
